The Thor Air ultralight was designed by Gunter Webster. Originally in a single place  version powered by a 28 horsepower Rotax engine using a belt drive. The original design did not have ailerons, using wing tip rudders for banking.


The design was updated to the Rotax 447 when it was found not to have enough power. A two place was also introduced about 7 of them were produced, with the last versions updated to aileron control.

The wing was designed around the fledge hang glider wind. The plane was very short, and had a great deal of weight on the tail.

Control systems were standard stick and rudder, but teleflex cables were used. The initial two place had a number of these break.

The two place plane was also put on floats but had difficulty getting of the water.
